POSITION: DIRECTOR OF FINANCE PAY RANGE: $116,500-$126,500 CLASSIFICATION/ GRADE: A-13 EEOC ADM LOCATION: Finance Department Town Hall APPLY BY: July 28, 2017 APPLYTO: TownManager 131 Cedar Street Newington, CT 06111 POSITION SUMMARY: Under the general administrative supervision and direction of the Town Manager, plans, organizes, and directs the accounting, cash management, payroll operations, risk management, fiscal reporting, debt management, and purchasing programs for the Town. Prepares the annual operating and capital improvement budget recommendations and oversees all revenue collection, assessment operations, budget administration, and pension administration. The Director of Finance also serves as the Town Treasurer as prescribed by the CT General Statutes. ESSENTIAL JOB FUNCTIONS: Receives administrative direction from the TownManager. Plans work according to fiscal year and financial planningschedules. Establishes priorities in organizing departmental work and through deputy director and unit administrators directly supervises the functionalareasofaccounting,cashmanagement,investment,payroll,propertyassessment,purchasing,andrevenuecollection. Coordinatesthepreparationandadministrationofthetownbudgetandcapitalimprovementplan. Coordinates revenues and expenditures of all townfunds. Provides budgetary control information todepartments. Coordinates short term and long range investments and borrowingstrategy. Provides expenditure and revenue forecast and the multi-year debt serviceschedule. Confers with banking and investment agencies asneeded. Provides cash management of townfunds. Prepares financial information for bondsales. Oversees purchasing, employee benefit, and insurance riskprograms. Preparesstatisticalandtechnicalinformationfortheannualbudget,andsubmitstotheTownManagerforbudgetrecommendations. Assists department heads in the organization and administrationof department budgets. Recommendschangesinthedepartments'proceduretoaffectimprovementsinservicesandattainoperationalefficiencies. Provides fiscal consultation to commissions and boards of theTown. Designs budget and accounting formats for general Towngovernment. Establishes and administers newaccounts. Provides fiscal management ofgrants. Preparesregularstatisticalandnarrative reports,includingfinancialstatements,fortheTownManagerandtheTownCouncil. Reports work accomplished to the TownManager. MINIMUM QUALIFICATIONS: Bachelor's Degree in Accounting, Finance, Economics, Business or Public Administration or a closely related field; and a minimum of six (6) years of increasingly responsible experience in financial management; including two years supervising a major unit within a finance department;or A Master's Degree in Public or Business Administration, Finance, Accounting, Economics, or closely related field; and a minimum of six (6) years of increasingly responsible experience in financial management; including two years supervising a major unit within a finance department;or Acombinationoftrainingandexperiencewhichprovidesademonstratedabilitytoperformthedutiesoftheposition.
